About Your Bill
As a customer of Guernsey Water, you will receive a bill every quarter. This bill will outline your water costs either as an unmeasured (unmetered) customer or as a measured customer (metered).
Unmeasured Customers

As an unmeasured (unmetered) customer, you will pay for your water supply and usage based on the Rateable Value (RV) of your property. Rateable Value is a system of taxation based on the rentable income potential of your property, and is overseen by the Cadastre.
The amount that you pay for your water supply and usage depends on which band the RV of your property falls into – the higher the band, the more you will pay. The RV system is supposed to reflect the amount of water that you would use, as theoretically, properties with a higher RV will be larger and house more people than those with a low rating, meaning that more water will be consumed.

However, the States of Guernsey have recognised that the RV system is not without flaws, and does not accurately reflect the amenities and size (and therefore water usage) of a property. Therefore, 2008 saw the introduction of a new form of property taxation know as Tax on Real Property (TRP). This system reflects the size of a property rather than its amenities, and as such is a more accurate way of assessing the appropriate level of taxation for a property.
Guernsey Water will be incorporating the new TRP system in unmeasured customer bills from 1 January 2009. This new system will replace the old RV system. To find out more about the new system and how it will affect you, take a look at the TRP section of the site.
Measured Customers

As a measured (metered) customer, you will pay for your water supply through a standing charge, and for your water usage at a charge per cubic metre consumed. The size of your water meter affects the amount of standing charge that you pay, although the vast majority of customers will have the smallest meter fitted (15mm/1" size).

The standing charge that both measured and unmeasured customers pay contributes towards Guernsey Water’s fixed costs incurred through:
- providing you with a connection to the water supply, and
- maintaining the production, delivery and quality of a drinkable water supply network.

How To Pay
You can pay your bill in a number of different ways:
Direct Debit
Direct Debit is the simplest way to pay your water bill. It saves time, is more convenient and gives you greater control over your money. You are also protected by the Direct Debit Guarantee, which guarantees an immediate money back guarantee from your bank in the event of an error, provides you with advance notice if the date or amount changes, and gives you the right to cancel at any time.

Cheque
Cheques should be made payable to Guernsey Water. Please write your address, customer number and invoice number on the reverse of your cheque and return it, along with your payment slip to us (see contact us for address details). You can either post a cheque to us, or pop into our office at South Esplanade to pay.
Online
You can make your payment using the States of Guernsey 24-hour secure Internet payments service. You will need to enter your individual customer and invoice numbers in order to make a payment. Debit card payments do not incur a charge, but please note that payment by credit card on this service will incur a surcharge of 2.6%.

Debit/Credit Card
If you wish to pay your water bill with your debit/credit card, then please contact us by telephone with your card details handy. You can also come into our offices at South Esplanade and pay by card over the counter.
Unfortunately, Guernsey Water are unable to take continuous credit card payments – you will need to contact us each quarter with your card details in order for us to process them.

You can pay your water bill at the following Post Offices:

Payment can be made by cash, cheque, debit or credit card (an additional 1.75% is applied for credit cards). Please be aware that payment will only be possible if you have your bill with you.
Sir Charles Frossard House
You can also pay your bill at the Cashier's Desk, Sir Charles Frossard House, La Charroterie, St Peter Port between 9am-4pm, Monday to Friday. Payment can be made by cash, cheque, debit or credit card (an additional 2% is applied for credit cards). Please be aware that payment will only be possible if you have your bill with you.
